In an effort to enhance the nightlife of the national capital, the Delhi government has taken a policy decision to allow the serving of liquor in bars till 3 am, officials said on Friday (May 6, 2022). According to reports, an official order will be issued soon, and the government is working with Delhi Police and other authorities to ensure that the new schedules are implemented safely. With a few exceptions, most pubs and restaurants are currently allowed to stay open till 1 a.m.
“Bars at restaurants are now staying open till 1 a.m. If the deadline is extended till 3 a.m., the Excise Department will collaborate with other agencies, including the police,” a government official said. The excise policy, which came into effect in November 2021, proposed that the bar’s opening hours should be in line with the timings of neighboring cities.
In the NCR towns of Gurgaon and Faridabad in Haryana, bars are permitted to stay open till 3 a.m. In Uttar Pradesh, however, pubs stay open till 1 a.m. in Noida and Ghaziabad. Around 550 independent restaurants in Delhi have been given an L-17 license by the Excise Department to serve Indian and foreign liquor.About 150 restaurants in hotels and motels are already allowed to serve alcohol all day and all night. Such restaurants are given an L-16 license by the Excise Department.
According to Kabir Suri, president of the National Restaurants Association of India (NRAI), the hospitality industry paid a high licence price yet lost money because the Excise Policy 2021-22 did not adjust the schedules. “We had approached the Delhi government with the demand that bar operating hours be extended till 3 a.m., as recommended in the policy,” Suri said, praising the decision.
The excise policy calls for developing a conducive environment and improving business conditions. To achieve the twin goals of increasing excise duty income and creating a conducive environment and conditions for the licensees of Hotel, Club, and Restaurant segment, the policy offered various proposals. The recommendations include rationalization of license fees, lowering the legal drinking age from 25 to 21, and doing away with old rules not allowing music in independent restaurants.
