GRAP stage III kicks in Delhi backed by the team of 586 for inspection, see what’s banned
In view of the deteriorating air quality in Delhi-NCR, the Air Quality Management Commission decided to implement the measures under Phase III of the Graded Response Action Plan till further orders. In view of this, now there will be a complete ban on all types of construction and demolition activities except for essential projects. Apart from this, many restrictions have been implemented including brick kilns, mining, and related activities.

Phase III of GRAP is to be implemented across NCR with immediate effect
While conducting a comprehensive review of the overall air quality parameters during the meeting, the Commission noted that due to unfavourable meteorological conditions with slower wind speed and sudden spike in farm fire incidents, it is considered necessary to implement Stage III of GRAP with immediate effect in the entire NCR. The Delhi government on Sunday constituted 586 teams to strictly enforce the ban on construction and demolition activities in the capital.
Allow only essential projects: Restrictions under GRAP Stage 3 in Delhi
- Under Phase III, authorities have been asked to impose strict restrictions on construction and demolition activities in the NCR, except for essential projects (such as railways, metro, airports, ISBTs, and projects related to defense of national security/national importance).
- Factories will operate only five days a week. Instructions for complete closure for two days (except factories dealing with milk dairy and medical goods).
- Brick kilns, hot mix plants, and stone crushers not operating on clean fuel and mining and related activities in NCR have also been banned.
- In view of the deteriorating air quality, states may ban plying of BS III petrol and BS IV diesel four-wheelers in NCR. This instruction is not binding on the officers.
The air quality index in many parts of Delhi and NCR turned severe with an AQI in the 375-500 range, partly due to firecrackers lit during Diwali and partly due to burning in Haryana and Punjab. According to a report in LocalCircle, more than 2,000 farm fires were detected in Punjab alone on Friday.
The air quality in Delhi-NCR has deteriorated post-Diwali, with many families reporting difficulties due to air pollution. According to a survey, 7 out of 10 households surveyed indicated that someone in their family reported difficulties.
